The Fairfield Inland Wetlands Commission approved the Long Term Conservation Area Management Plan proposed by Blackrock Realty, the developer of the Fairfield Metro Center project, at a May 15 meeting, in a 4-0 vote with one abstention. The metro center will be the site of the Black Rock Train Station and nearly one million square feet of commercial office space.   The parcel of land is located near Commerce Drive and Black Rock Turnpike, approximately half a mile from exit 24 from Interstate 95.  Nine acres of the site will be devoted to a 1,500 vehicle surface parking lot.  The estimated completion date for the train station is still the first quarter of 2010.

A 10.9 acre conservation area will be designated on the site, including a public access trail and coastal meadows. The Long Term Conservation Area Management Plan was created to specify the management and maintenance of the 10.9 acre conservation area at the proposed Fairfield Metro Center.  The annual implementation cost for the long term management of the conservation area is $34,580 and the annual inspection report checklist includes the inspection and maintenance of plants, nesting boxes, fencing, walkways, boardwalks, bridges, stormwater structures, debris removal in areas including the freshwater and tidal wetland basins, upland meadow and shoreline.
