Black Rock NRZ - Final Plan

Attached is the final version of the strategic plan adopted by the Black Rock NRZ (Neighborhood Revitalization Zone).   Please note that this is a long report with full color pages and will require a lot of paper, time, and ink, if you decide to print it.  I recommend downloading it and reading it from your computer.  You can print out individual pages of interest to you. 

Each area of the City of Bridgeport has been divided into NRZ's with Black Rock being one of them.  The Black Rock NRZ is bordered by the South End NRZ (Bostwick Avenue) and the West End NRZ (I-95).  NRZ's can be powerful entities, which give power to residents of a community in shaping and forming their future.  In 1995 the State of Connecticut passed a statute (CGS 7-600) allowing cities to create Neighborhood Revitalization Zones (NRZs), but few cities have created NRZs across an entire city or tried to move forward as quickly with the planning and implementation of them.

An NRZ Planning Committee developed a Strategic Plan through three half day meetings with the community which was finalized in March 2008 (attached) and approved by the City Council.  The Black Rock NRZ was incorporated by the City Council in August 2008.  The Black Rock NRZ is now in the Implementation stage and has formed an Implementation Committee with six Standing Committees.  The Standing Committees hold meetings and present their status at monthly NRZ meetings.
