Hersh Complex Moving Forward
February 2, 2008 by admin commentPlans for an apartment complex on the former Mary Journey's Inn property appear to be moving forward. The developer, Arthur Hersh, had to renew the approvals he obtained five years ago as they have expired. The project's original site plan is considered to be still valid. At P&Z's initial approval five years ago, the P&Z Commission requested that the developer improve the look of the facade facing Fairfield Avenue, but no mention of that was made at the January 28, 2008 hearing. Discussion was limited to the public access walkway and landscape plans leading to Ash Creek.
A lawsuit filed by an adjacent neighbor after the first zoning approval, resulted in plans to move the public access walkway from the Pacanow Street side to the side next to the veternary hospital. The revised site plans were not made available to the public or even to the commission's consultant, BFJ Planning. The Ash Creek Conservation Association requested that the issue be tabled until plans were made available to the public for review. The Black Rock Homeowner's Association also requested that the new plans be made available to the public.
Unfortunately, the public will not get a chance to comment on the revised site plan prior to approval. The project was approved by P&Z with the following conditions according to our best sources (we are awaiting official confirmation):
The requirements stated in Mr. Goucher's letter have to be implemented. Those requirements had to do with drawing appropriate plans and views relative to installing an erosion prevention system on the Ash Creek bank. The Ash Creek Conservation Association will request a copy of that letter.
