Arthur Hersh, of Carrie Construction, the developer of a proposed 56 unit apartment complex in Black Rock is looking to get zoning approval for a second time. The project calls for a four-story apartment complex with a parking lot to be built on a vacant lot at 3336 Fairfield Ave., the former site of Mary Journey's Inn (next to Hemingway Custom Cabinetry).

Mr. Hersh was originally given approval from the Planning and Zoning Commission for his project in 2003. More than four years later, though, construction has not begun on the complex, and the commission's original coastal site plan approval has expired.

After reviewing the original plans and discussing the proposed site with our Black Rock NRZ representatives and BFJ Planning, the Planning and Zoning consultants for the City of Bridgeport, we are prepared to oppose the approval of the coastal site plan. At this point in time we have more questions then answers regarding this application. We will strongly recommend to the commission that the applicant submit a revised site plan that addresses the inconsistencies and substantive problems of the current plan and provides greater detail as to the public access to the waterfront, landscaping, parking, traffic, signage, etc.

There have been many changes in our community in the last 5 years and we must make sure development on this strategic site is representative of today's standards.

For your review, please use the link below to review the BFJ Planning report that was submitted to the Bridgeport Planning & Zoning Commission. The consultants have also recommended that the commission not approve the coastal site plan.

The application will be reviewed by the commission when it meets at 6:45 p.m. Monday, January 28 in City Hall, 45 Lyon Terrace. Please join us at city hall for this very important hearing!
